in England: 2026 Update
What do the latest proposals mean for aesthetics practitioners, training and regulated qualifications? Here are the distinctions to understand before choosing your next course.
On 21 October 2026, the British Beauty Council reported that the Department of Health and Social Care had released draft proposals for further restrictions on high-risk cosmetic procedures, alongside a public consultation. Draft proposals should not be confused with new rules already in force.
High-Risk Cosmetic Procedures
The Council’s announcement describes proposed restrictions on who may perform certain procedures, including body fillers, IV drips and blood or plasma therapies such as PRP. Exact scope, eligibility and commencement arrangements must be checked against the government documents.
Botox & Facial Filler Licensing
Government has separately committed to developing local authority licensing for lower-risk non-surgical cosmetic procedures. This wider scheme is distinct from the proposed restrictions on high-risk treatments.
Regulated Aesthetics Qualifications
The announcement does not establish a blanket requirement for every practitioner to hold Level 7. A regulated qualification provides defined learning and assessment, but does not replace professional registration where a procedure legally requires it.
Are the new aesthetics restrictions already law?
The October announcement concerns draft proposals and consultation. It should not be presented as confirmation that all proposed restrictions are already in force. Existing legal and professional requirements still apply.
Will aesthetics regulation start in spring 2027?
The British Beauty Council reports that legislation is planned to go before Parliament in spring 2027. That is not confirmation that every restriction or the wider licensing scheme will take effect at that time.
Will a Level 7 qualification allow non-medics to perform every treatment?
No qualification should be marketed as guaranteeing permission to perform every aesthetic procedure. Eligibility can also depend on professional registration, the treatment, premises requirements, insurance and the legislation in force.
How do I choose an aesthetics qualification?
Compare the qualification title, awarding organisation, entry requirements, syllabus and assessment requirements. Consider your current experience and intended scope of practice. We can explain our courses and entry routes; treatment eligibility and insurance need separate checks.
